It won't affect your initiative, dex saves, or dex skills, but I think an extra attack, net +1 on attack/damage, and action economy flexibility make it all around better than increasing your dex mod by 1. I adore it for a Swords Bard, but I think it's still great on a fighter. And you can still use a shield! This thing is the bee's knees for dex based sword users. The Dueling fighting style applies +2 damage to all attacks, while still applying your dex mod to the damage of the bonus action attack (unlike Two Weapon Fighting, which requires the fighting style just for this), so this weapon gives you the best of both fighting styles.

This is great because you can Dodge, Dash, Disengage, break a restraint/grapple, or whatever and still attack that turn. And it lets you attack as a bonus action regardless of what you're doing with your action. I know it's a matter of opinion and in the end it comes down to what I want, but which would you choose, and why?
